Dogs refuse have puppies?

My dog Ebony and Max are both German Shepard's and we were living in a small house so they couldn't have puppies. And every time max tried something we'd yell stop max and now we moved into a bigger house so now they won't try it anymore. how can i get them to get puppies because they're starting to get old. max is already 5 and ebony is 4.
