My German Shepard pants a lot.?

She is 1 year and 6 months old. She pants so much. Almost all the time. Even when nothing is going on. I lead her to water and she drinks till she is done. Is thus normal for her breed.? Is there something I can do to help her relax? I have had her since she wad 8 weeks. I even shave her down because I figured she was hot. I live in Florida so it is hot. But like I said even when she is inside she still pants like crazy.
