How to stop my dog from biting itself?

My 1 year old german shepard bites her back area right before her tail starts. She is biting it so much that it is starting to bleed. Why is she doing this and how can i stop her? Also yesterday i saw her acting weird and biting/itching the area because it looked like something bit her like a bug. HELP!
