Help! My dog is afraid of other dogs?

I have a female german shepard who is terrified of others dogs. When she was a puppy a rather large pitbull/staffy came up to her and tried to attack her, so we think that's why she is afraid of other dogs. However her fear comes across as aggressiveness and we have had a few complaints. Does anyone have any suggestions on how to help her?
