Is MAD on CARTOON NETWORK suppose to be a cartoon version of MADtv?

I've read somewhere that is was based on MAD magazine but wasn't MADtv also? Is it just a cartoon parody of the original version? because i'm confused? they seem to be the sort of the same except one is a cartoon version and the other is not and they were both on different channels?
